Repeals Iowa Code section 37A.1, which currently makes the sale, trade, or transfer of veterans commemorative property on a person's property a simple misdemeanor if done without Department of Veterans Affairs authorization

Eliminates the requirement for property owners to obtain Department of Veterans Affairs authorization before selling, trading, or transferring veterans commemorative property

Removes the criteria the Department of Veterans Affairs uses to grant authorization for such transactions and the department's rulemaking authority to administer these provisions

Strikes a corresponding provision in Section 35A.5, subsection 11, requiring the department to authorize sales, trades, or transfers of veterans commemorative property
