Appropriates $17.5 million annually from the general fund to the Technology Reinvestment Fund starting fiscal year 2027, plus a one-time $18,269,217 appropriation from the Rebuild Iowa Infrastructure Fund for fiscal year 2026.

Expands allowable uses of the Technology Reinvestment Fund to include state IT projects that enhance technology infrastructure, improve government services, and promote innovation and economic development, beyond just computer hardware and software acquisition.

Requires the Department of Management to prioritize proposed IT projects based on nine criteria including alignment with strategic priorities, return on investment, feasibility, scalability, sustainability, and improved access to government services in rural communities.

Mandates annual reporting by January 15 from agencies receiving fund appropriations, with the Department of Management providing a prioritized project list to the governor for budget recommendations to the General Assembly.

Allows unencumbered fund balances to remain available for two years after the appropriation fiscal year ends rather than reverting, with interest earnings credited to the fund.
