Creates new section 8A.311C declaring 19 specific contract provisions void as contrary to public policy in state agency procurement contracts, including indemnification clauses, blanket confidentiality terms, binding arbitration requirements, and provisions requiring payment of attorney fees or taxes.

Prohibits contract terms that require state agencies to defend or assume liability for another party, impose unknown or unilaterally changeable vendor terms, or specify governance by laws of another state or nation.

Bars provisions that waive jury trial rights, require litigation venues outside Iowa courts, limit claim periods below Iowa statutory limits, or obligate agencies to pay late fees inconsistent with section 8A.514.

Creates new section 8A.311D requiring all state agency vendor contracts be governed by Iowa law and mandating any litigation occur in Iowa state or federal courts.

Applies to contracts entered into or renewed on or after July 1, 2025.
