State commissioner of elections may adopt rules to implement a pilot program enabling voters with disabilities that prevent hand-marking ballots to independently and privately mark absentee ballots using assistive technology, nonvisual access, or low-vision access

Pilot program procedures must include a method for eligible voters with disabilities to request an absentee ballot by mail

If not implemented statewide, the pilot program must include sufficient counties (as determined by the state commissioner) to evaluate whether statewide implementation is feasible

State commissioner must file an annual report with the general assembly by December 31 each year regarding the pilot program

Pilot program automatically repeals on July 1, 2029
