Beginning July 1, 2027, teacher preparation programs must include clinical experiences and training to prepare all students to serve students with disabilities and English learners.

All teacher candidates must complete a minimum of 15 practicum hours focused on differentiation of instruction for special populations, including supporting English learners and implementing individualized education programs.

Students seeking endorsement in English learner instruction must complete a minimum of 40 practicum hours covering methods of teaching English learners in both elementary and secondary settings.

By July 1, 2027, the Department of Education must identify and distribute a unified summative end-of-program assessment for each endorsement area, with minimum passing scores to determine content mastery.

Beginning August 1, 2028, the department must publish program-level passage rate data on assessments and document its efforts to support higher education institutions in implementing curriculum improvements and remediation techniques.
