Creates a new executive director position at the Iowa Utilities Commission, appointed by majority vote of commission members to manage daily operations and staff under commission direction.

Renames the existing "chief operating officer" position to "executive director" throughout the Iowa Code.

Specifies the executive director cannot serve as a commission member, serves at the pleasure of the commission, and must be selected primarily for administrative ability and field knowledge without regard to political affiliation.

Exempts the initial executive director appointment from competitive recruitment, examination, and selection requirements under Chapter 8A; subsequent appointments must follow standard classified employee processes.

Bars the executive director from holding the position if employed by or owning bonds, stock, or property in any public utility or common carrier.
