Creates new statutory definitions for "intermediary sponsor" (entity providing apprenticeship training to multiple employers) and "partner employer" (employer who trains employees through an intermediary sponsor)

Grants intermediary sponsors sole discretion to approve partner employers, provided those employers comply with the intermediary's outlined standards and responsibilities

Protects intermediary sponsors from cancellation, suspension, or deregistration by the Iowa Office of Apprenticeship based solely on the actions of their partner employers

Establishes due process requirements for program cancellations, including written notice of alleged material breaches, a minimum 90-day compliance period, and places the burden of proof on the state office during judicial review
