Expands the definition of "election day" to include any day on which in-person voting takes place, including early voting periods under sections 53.10 and 53.11.

Requires law enforcement agencies or state entities investigating elections, election officials, or election misconduct to immediately notify the Secretary of State (or the Governor if the Secretary of State is being investigated).

Allows cancellation of voter registrations that have been designated as incomplete, pending, or unconfirmed for 90 days if the commissioner cannot contact the registrant or the registrant fails to provide sufficient information to correct the defect.

Modifies public measure recount procedures by changing the recount board composition from designated partisan representatives to the commissioner and commissioner's staff, and adjusts recount thresholds including a 0.15% margin for statewide measures and 1% or 50 votes for other measures.
