Subacute mental health care facilities must develop a written treatment care plan with each resident within 24 hours of admission.

Managed care organizations must respond to prior authorization requests for subacute mental health care coverage within 48 hours for urgent requests, 5 calendar days for nonurgent requests, or 10 calendar days for complex/unique circumstances.

Removes the existing 10-calendar-day limit on subacute mental health care stays unless a longer period is adopted by the Department of Health and Human Services.

Directs the Department of Health and Human Services and Department of Inspections, Appeals, and Licensing to review administrative rules and eliminate those that impede establishment, expansion, or access to subacute mental health care facilities.

Requires rule modifications to allow subacute facilities to increase bed capacity without being classified as mental health institutions and to apply less stringent employment requirements than state mental health institutes.
