Amends Iowa Code Section 135.61 to modify dollar thresholds that trigger certificate of need (CON) requirements for new or changed institutional health services.

Establishes phased increases for CON thresholds on new health facility construction: $4 million (2027-2031), $4.5 million (2032-2036), and $5 million (beginning 2037).

Applies the same phased dollar thresholds to capital expenditures, leases, or donations by institutional health facilities within a consecutive 12-month period.

Removes certain paragraphs from existing CON law (Section 135.61, subsection 1, paragraphs d and f, and subsection 12, paragraph e).

Maintains CON requirements for facility relocations, permanent bed capacity changes, health service deletions or relocations, and equipment acquisitions exceeding $1.5 million.
