Adopts the National Electrical Code 2023 edition as published by the National Fire Protection Association, excluding specific sections on kitchen countertop receptacles (210.52(C)(3)), surge protection (230.67), and tamper-resistant receptacles (406.4(D)(4))

Modifies ground-fault circuit interrupter (GFCI) requirements for dwelling units, limiting kitchen GFCI protection to countertop surface receptacles only and applying basement requirements only to unfinished areas not intended as habitable rooms

Exempts one-family dwellings, two-family dwellings, and townhouses from arc-fault circuit interrupter requirements, and exempts kitchens and laundry areas from these requirements entirely

Prohibits political subdivisions from adopting local electrical codes more restrictive than the state's national electrical code, and requires the board to conduct a consumer cost analysis before adopting future code changes

Includes a future repeal provision that automatically repeals the 2023 edition modifications upon adoption of the National Electrical Code 2026 edition by the electrical examining board
