Requires the Department of Administrative Services (DAS) to develop procedures for purchasing soybean-based fire fighting foam that is free of PFAS (perfluoroalkyl and polyfluoroalkyl substances) and fluorine components

Mandates state agencies purchase fire fighting foam from sellers whose products contain the greatest soybean-based content without PFAS, provided the foam is USDA-certified as a biobased product

Allows exceptions when compliant foam is unavailable in needed quantities, fails to meet NFPA 18 class A and B fire extinguishment standards, or costs more than 105% of comparable non-soybean or PFAS-containing foam

Establishes a preference program requiring DAS to communicate foam procurement requirements through bid solicitations, bidders' conferences, and outreach to industry trade associations

Adds soybean-based fire fighting foam to the state's existing procurement preference categories under Iowa Code section 8A.317
