Counties and cities may enter agreements for sheriff's offices to provide law enforcement or administrative services to city police departments, with compensation capped at 105% of actual costs including labor, equipment, and transportation.

Sheriffs providing law enforcement services to a city under these agreements must enforce city ordinances, and two or more cities may jointly enter such agreements.

Cities with populations of 6,000 or fewer that operate police departments must submit cost comparison reports to the Department of Management by December 31, 2026, and every decennial census year thereafter.

If the cost comparison shows contracting for law enforcement is more cost-effective, the city must hold a public hearing and place the question on the ballot at the next odd-year general election.

If voters approve contracting, an agreement must be effective by July 1 of the following year and must include plans for transferring employees, benefits, equipment, and structures, with displaced officers receiving one-year hiring preference at other law enforcement agencies.
