Enacts the Psychology Interjurisdictional Compact, allowing Iowa to join with other member states for mutual recognition of psychology licenses across state boundaries.

Authorizes licensed psychologists to practice telepsychology (psychological services via telecommunication technologies) across state lines within compact member states.

Permits temporary in-person, face-to-face psychological practice in other compact states for up to 30 days within a calendar year without obtaining a separate license in that state.

Establishes the Psychology Interjurisdictional Compact Commission to govern the compact, facilitate information exchange between states regarding licensure and disciplinary actions, and develop bylaws and rules.

Does not apply to permanent in-person practice or when a psychologist is already licensed in both the home and receiving states; maintains each state's authority to protect public health and safety through their own licensing regulations.
