Owners of private sewage disposal systems must enter a monitoring and maintenance contract with a certified technician prior to installation, with the contract required for the life of the system and a copy provided to the county sanitarian.

Class A proprietary treatment systems (media-based or passive secondary treatment) require at least annual inspections, while Class B systems (mechanical aeration or fixed film) require inspections at least twice per year.

All monitoring and maintenance must be performed by manufacturer-certified technicians, who must report results to both the system owner and county sanitarian.

Class B systems cannot be used for vacation homes, churches, event facilities, or other infrequent-use facilities due to their higher maintenance requirements.

The bill establishes definitions for private sewage disposal systems serving four or fewer dwelling units or fewer than sixteen individuals, including septic tanks, holding tanks, and various toilet types.
