Amends Iowa Code Section 388.9 to allow city utility governing bodies to hold closed sessions to discuss proprietary information or marketing and pricing strategies if disclosure would harm the competitive position of the utility or a third party, not just the utility itself

Expands the definition of "proprietary information" to include customer records that would harm the competitive position of a customer or a utility (previously only covered customer harm)

Adds electric generation capacity planning and energy markets or prices to the list of topics covered under proprietary information related to nondisclosure agreements

Requires a two-thirds vote of governing body members or unanimous vote of members present to enter closed session

Minutes and audio/audiovisual recordings of closed sessions must be made available for public examination once disclosure would no longer harm the utility's competitive position
