Requires courts setting bond for certain violent offenses to give significant consideration to the danger a defendant poses to other persons or property if released pending trial.

Mandates courts make findings on the record regarding the defendant's financial resources and ability to post bail before applying the presumptive minimums.

Allows the presumptive bond amounts to be rebutted if the defendant shows the amount exceeds what is necessary to assure court appearance or public safety, with courts required to give substantial weight to victim and community safety in violent crime cases.

Provides that bond determinations by magistrates are reviewable by district court judges, while district court judge determinations are only reviewable by appellate courts.
