Amends Iowa Code Section 17A.6 to exclude "uniform rules on agency procedure" from the definition of "publication," alongside existing exclusions for Iowa Code, Iowa Acts, Iowa administrative code, and Iowa court rules.

Rescinds numerous agency-specific administrative rules across approximately 80 Iowa Administrative Code chapters effective July 1, 2026, as these rules address subjects now covered by uniform rules on agency procedure adopted by the administrative rules coordinator under Section 17A.24.

Affected agencies span multiple state departments and boards, including but not limited to: Revenue (701 IAC), Human Services (441 IAC), Environmental Protection (567 IAC), Natural Resources (571 IAC), Transportation (761 IAC), and various professional licensing boards.

Specifies that the uniform rules on agency procedure shall continue to apply to agency procedures and matters previously governed by the rescinded rules, ensuring procedural consistency across state agencies.
