Amends Iowa Code Section 232.68 to add new definitions for "interview" and "observation" as they relate to child abuse assessments conducted by child protection workers or peace officers.

Allows child protection workers or peace officers to conduct interviews with children at various locations, including child protection centers, and permits recording of visible evidence of abuse during interviews.

Defines "observation" for children under age 4 as direct physical viewing of the child's body (excluding genitalia), and for children age 4 or older as viewing without touching the child or removing clothing without parental consent.

Permits observation of a child's unclothed body (excluding genitalia) if prior parental consent is obtained, an ex parte court order is issued, or the child voluntarily removes clothing without inducement.

Authorizes law enforcement agencies to visit a child's home for interview or observation when a criminal act harming a child is alleged, provided they obtain parental consent or court authorization based on probable cause.
