Requires all Iowa state departments, independent agencies, the Board of Regents, and regents institutions to use the federal E-Verify system to confirm employment eligibility of newly hired employees

Creates a SAVE (Systematic Alien Verification for Entitlements) program clearinghouse within the Department of Inspections, Appeals, and Licensing to verify U.S. citizenship and immigration status of professional license applicants

Mandates all professional licensing boards use the SAVE program clearinghouse to verify immigration status before issuing or renewing licenses

Prohibits licensing boards established after January 1, 1978, from issuing or renewing professional licenses to individuals whose lawful presence in the U.S. cannot be verified through the SAVE program

Provides that license denials based on SAVE program clearinghouse results may be appealed to the department director, whose decision constitutes final agency action
