County and city departments, offices, and subunits are prohibited from adopting, implementing, or enforcing internal policies or rules unless first submitted to and approved by ordinance by the board of supervisors (counties) or city council (cities).

All ordinances approving internal policies must include a cost analysis showing impacts to taxpayers and businesses, which must be published on the government's official website.

Cities without official websites must publish required information on the county website where the city is located (or the county with the largest share of the city's population if spanning multiple counties).

The bill eliminates certain newspaper publication requirements for public notices, instead allowing or requiring posting on government websites in accordance with Chapter 618.

Public hearings on proposed property tax amounts must be held separately from other government meetings, with notice requirements varying by political subdivision type (counties use newspapers selected under Chapter 349; cities follow section 362.3 requirements).
