Creates a public notice administration fund in the state treasury under the Secretary of State's control, capped at $350,000, to support a new online portal system for posting statutorily required public notices.

Requires all public posting entities (state agencies, counties, cities, school districts, and public/private agencies) to exclusively post required public notices through the Secretary of State's online portal rather than through traditional newspaper publication.

Charges public posting entities a $5 fee per notice posted, with funds deposited into the administration fund until the cap is reached, then excess goes to the state general fund.

Makes the online portal searchable by county, city, school district, and notice type (including meeting notices, meeting minutes, elections, abandoned property, proposed rulemaking, and proposed public projects).

Holds public posting entities solely responsible for the content and accuracy of their notices, with the Secretary of State bearing no responsibility for notice content.
