Adds the state superintendent of public instruction as an ex officio voting member of the state board of education who serves as executive secretary for elementary and secondary school matters.

Requires all appointments to the state board of education made after the effective date to be confirmed by the senate.

Creates the council of Idaho college and university presidents in the office of the governor, composed of presidents of Idaho's public baccalaureate degree granting institutions.

Establishes the council's executive director as an ex officio voting member of the state board of education, with the council reporting to the governor and legislature but not to the state board.

Sets council leadership based on presidential seniority with 3-year terms, requires at least 4 meetings per year, and tasks the council with creating and communicating an agenda for public higher education.
