Amends Idaho Code Section 18-1359 to add an exception allowing Idaho public institutions of higher education to employ the spouse of the institution's president, exempting this employment from nepotism prohibitions in subsections (1)(d) and (1)(e).

Maintains existing prohibitions on public servants using public funds or property for personal gain, soliciting pecuniary benefits related to official duties, or using confidential information for personal benefit.

Preserves the $50 trivial benefits exception for incidental personal, professional or business contacts that involve no substantial risk of undermining official impartiality.

Continues to prohibit public servants from appointing relatives within the second degree to positions funded by public funds or fees, except for employees hired prior to election of a related official who may retain their position and receive standard pay increases.
