Changes the deadline for forest protective associations to submit annual operating budgets to the State Board of Land Commissioners from June 30 to August 31 of the current year.

Establishes a wildfire equipment replacement fund in the state treasury for replacing capital wildfire equipment used in fire protection activities.

Authorizes the Department of Lands to determine reimbursement rates for capital fire equipment used for activities other than fire preparedness, with revenues deposited into the wildfire equipment replacement fund.

Allows additional moneys from any source to be deposited into the wildfire equipment replacement fund.
