Makes it unlawful to waste edible portions of game birds, game animals, or game fish through carelessness, neglect, or otherwise, except for mountain lion, black bear, or gray wolf.

Defines "edible portions" as breasts for game birds; hind quarters, front quarters, loins, and tenderloins for big game animals; fillets for game fish; and hind legs, front legs, and loins for upland game animals like rabbits and hares.

Prohibits killing any game animal and removing only the head, hide, antlers, horns, or tusks while leaving edible portions to waste, with exceptions for mountain lion, black bear, or gray wolf.

Establishes prima facie evidence of violation when a hunter fails to properly dress and care for killed game animals or fails to transport edible portions to camp within 24 hours if reasonably accessible.

Exempts livestock owners, their employees, agents, and animal damage control personnel when protecting livestock under Idaho Code section 36-1107.
