Authorizes the board to assess carriers based on factors including vaccine doses administered, number of program-eligible children served, and administrative costs, with payments due within 60 days of notice; late payments subject to interest and penalties.

Funds collected are used exclusively to purchase vaccines for the Idaho immunization program administered by the Department of Health and Welfare, with all fund moneys exempt from taxation.

Bill includes emergency clause making it retroactively effective to February 1, 2010, and includes a sunset date of July 1, 2013.
