Amends Idaho Code Section 67-6607 to allow political treasurers for candidates and political committees to file contribution and expenditure reports by electronic facsimile transmission or other electronic means approved by the Secretary of State.

Amends Idaho Code Section 67-6619 to allow registered lobbyists to file annual, semiannual, and monthly periodic reports by electronic facsimile transmission or other electronic means approved by the Secretary of State.

Amends Idaho Code Section 67-6623 to establish that the Secretary of State shall prescribe methods for filing reports by electronic means as a new duty.

Makes technical corrections to existing reporting provisions, including clarifications on reporting periods and itemization thresholds for lobbyist expenditures ($75 per person through December 31, 2010; $100 per person beginning January 1, 2011).

Declares Sections 2 and 3 effective upon passage and approval, with Section 1 effective July 1, 2010.
