Amends Idaho Code Section 34-1501 to require the Secretary of State to prepare lists of presidential electors according to the National Popular Vote agreement when it governs elector appointment in a given year.

Enacts a new Chapter 16 in Title 34, Idaho Code establishing Idaho's membership in the Agreement Among the States to Elect the President by National Popular Vote.

Agreement takes effect when states cumulatively possessing a majority of electoral votes enact it in substantially the same form; member states must conduct statewide popular elections for president and vice-president.

Presidential electors in member states are appointed based on the national popular vote winner rather than state-level results, with the chief election official of each state determining and certifying the national popular vote winner.

Agreement terminates if the Electoral College is abolished and allows member states to withdraw except within six months of the end of a presidential term.
