Amends Section 49-509, Idaho Code to revise stolen vehicle reporting procedures for law enforcement officers.

Requires sheriffs, police chiefs, constables, and Idaho State Police officers to immediately furnish the Idaho State Police with information about stolen vehicles.

Replaces the requirement to maintain distinctive records organized by manufacturer's serial number with a requirement to enter stolen vehicle information into the National Crime Information Center (NCIC) stolen vehicle file.

Maintains existing requirements for Idaho State Police to distribute monthly reports of stolen and recovered vehicles to county sheriffs and municipal police departments, and to notify vehicle owners when stolen vehicle titles are received.

Requires vehicle owners to immediately notify Idaho State Police upon recovery of a stolen or converted vehicle so the theft record can be removed from the file.
