Establishes the Idaho Council for Purchases from People with Severe Disabilities within the state department of education, appointed by the state board of education.

Council membership consists of six members: representatives from a private nonprofit community rehabilitation program, the division of purchasing, the private sector, a labor organization, the administrator of the division of vocational rehabilitation, and one other state agency.

Council members serve three-year terms and are appointed by simple majority of the state board of education, with appointments made as vacancies occur after July 1, 2010.

Members serve without honorarium, compensation, or expense reimbursement as a voluntary council.

Council duties include promoting state agency purchases from people with severe disabilities, monitoring the purchasing program, designating a central nonprofit coordinator, advising the division of purchasing, and providing annual reports on program activities and benefits.
