Allows the Idaho Board of Veterinary Medicine to assess civil penalties (fines) of up to $5,000 per violation, plus investigatory expenses and attorney's fees, for violations of the veterinary practice act or board rules.

Permits veterinarians who violate recordkeeping or continuing education requirements to pay a civil penalty of $500-$1,000 in lieu of disciplinary proceedings if they meet specified conditions (no prior discipline in 5 years, not on probation, not under other investigations).

Upon successful completion of penalty payment and remedial conditions for recordkeeping/continuing education violations, those violations are not reported to national disciplinary databases and related documents are exempt from public disclosure.

Establishes that civil court proceedings, criminal actions, and administrative penalties are not mutually exclusive remedies, allowing multiple enforcement actions for the same violation.

Adds documents and records related to continuing education and recordkeeping violations to the list of records exempt from public disclosure under Idaho Code section 9-340C.
