House Bill 466 Summary

• Amends the definition of "Assistant" in Idaho Code to clarify that assistants are individuals employed by licensed veterinarians to perform veterinary medicine acts and receive compensation, excluding certified veterinary technicians and licensed veterinarians.

• Revises the definition of "Supervision" and "Supervising veterinarian" to specify that a supervising veterinarian is individually responsible and liable for all damages arising from their own acts or omissions and for delegated veterinary medicine acts performed by employees.

• Modifies Section 54-2104 to clarify exemptions for certified veterinary technicians and assistants employed by actively licensed veterinarians to perform veterinary medicine acts under appropriate supervision as defined by board rules.

• Updates the definition of "Veterinary technology" to specify that it is performed by a person working under the direction of a licensed supervising veterinarian and excludes prognosis, diagnosis, operative dentistry, tooth extraction, surgery, and prescribing treatment.

• Revises grounds for discipline in Section 54-2115 to replace references to "employees" with "person" regarding proper supervision requirements and delegation of veterinary medicine acts to unqualified individuals.
