Creates the Investigation and Enforcement Fund within the Department of Finance with continuous appropriation of collected revenues

Deposits all fines, civil penalties, attorney's fees, and costs from administrative and civil enforcement actions into the fund

Restricts fund use to paying expenses for investigations, enforcement actions, and professional services related to laws administered by the Department of Finance

Transfers any unencumbered balance exceeding $300,000 to the general fund annually on June 30

Requires written authorization from the Department of Finance director for all disbursements from the fund
