Allows the ultimate user of a lawfully obtained legend drug to deliver the drug to another person for disposal purposes without being registered, provided the recipient is authorized under state or federal law to engage in disposal activities.

Makes technical corrections and terminology changes to Section 54-1732, Idaho Code, including changing references from "subsection" to "paragraph" and "section" to clarify the structure of violation provisions.

Maintains existing penalties for unlawful possession, use, refilling, and distribution of legend drugs, including misdemeanor charges for most violations and felony charges for unauthorized wholesale or retail distribution.

Preserves exceptions allowing veterinarians to dispense legend drugs prescribed by other veterinarians and practitioners to deliver professional samples of legend drugs in original containers with oral directions.
