Creates a nine-member Board of Nursing composed of five professional nurses, two practical nurses, one advanced practice nurse, and one lay person to health care occupations.

Requires professional nurse members to include three educated at the associate degree level (one may be a diploma nurse) and two educated at the baccalaureate, master's or doctoral level.

Sets board member terms at four years with appointments made by the governor, who must fill vacancies within sixty days and can remove members for neglect of duty, incompetency, or unprofessional or dishonorable conduct.

Limits members to a maximum of three consecutive terms and requires that if a member obtains an additional degree, they cannot be reappointed to represent a board position designated for a different degree level.

Establishes that five members constitute a quorum, annual election of board officers occurs from within the membership, and board member compensation is provided by Section 59-509(h), Idaho Code.
