Transfers administration of Idaho's unclaimed property law from the State Tax Commission to the State Treasurer, effective July 1, 2010.

Requires the State Treasurer to maintain and update a quarterly list of abandoned property on a website, with notices published in official newspapers of each Idaho county at least one week before each posting.

Changes the "Administrator" definition in unclaimed property law to refer to the State Treasurer instead of the State Tax Commission.

Transfers all State Tax Commission employees administering unclaimed property law, tangible personal property, and appropriated moneys related to unclaimed property to the State Treasurer; classified employees retain their status until they leave their position, after which positions become nonclassified.

Authorizes the State Treasurer to promulgate administrative rules for unclaimed property administration and grants enforcement powers previously held by the State Tax Commission, including collection procedures from Idaho income tax law.
