Amends Section 67-5767, Idaho Code to expand the Director of the Department of Administration's authority to provide group insurance services to include Idaho employers, in addition to existing school districts, public colleges, and political subdivisions.

Authorizes the director to provide group insurance, group annuity, and health care service coverage to Idaho employers' personnel under mutually agreed-upon contract terms.

Requires Idaho employers receiving group insurance services to bear the full cost of coverage and administration of those services.

Defines "other political subdivision" to include any organization composed of government units, funded only by government or government employee contributions, or organizations that perform governmental responsibilities.
