• Amends Section 56-1054, Idaho Code, to revise the Health Quality Planning Commission's duties regarding health information technology and patient safety planning.

• Permits the Commission to use data from the Idaho health data exchange and other data sources to promote health and patient safety planning.

• Modifies Commission duties to monitor effectiveness of the Idaho health data exchange and make recommendations to improve health information technology capabilities, replacing previous requirements to conduct contractor studies.

• Revises patient safety planning duties to include analyzing clinical quality standards, identifying best practices, recommending adoption mechanisms, and monitoring quality indicators.

• Repeals Sections 2 and 3 of Chapter 364, Laws of 2008, eliminating a sunset clause.
