Requires medical providers who accept full allowable commission payments to treat those payments as payment in full and prohibits them from collecting additional amounts from victims or claimants

Permits medical providers to collect unpaid balances directly from victims or claimants only when the commission lacks available funds or is otherwise unable to pay the full allowable amount

Caps total collections from both the commission and victim or claimant at the full allowable payment amount the provider would have received from the commission
