Director of employment security shall develop and implement youth employment and job training programs in consultation with the workforce development council, subject to availability of public and private funding.

Participants must be lawful residents of the United States and Idaho, with eligibility criteria maintained to preserve federal funding eligibility.

Director may apply for and accept grants or contributions from public or private sources, and shall seek state and federal agencies, local governments, nonprofits, and private businesses as program sponsors.

Programs must result in new youth employment opportunities without displacing current workers, substituting federal funds, or filling positions created by employers anticipating this program.

Program participants are not state employees and are not entitled to state personnel benefits under Idaho Code Chapter 53, Title 67.
