Establishes the Idaho Council for Purchases from People with Severe Disabilities within the state department of education to oversee purchases from nonprofit rehabilitation facilities serving people with disabilities.

Council comprises six members: a representative from a private nonprofit community rehabilitation program, division of purchasing, private sector, labor organization, the administrator of the division of vocational rehabilitation, and one representative from another state agency.

Council members serve three-year terms and are appointed by simple majority of the state board of education, with the council selecting its own chairperson.

Members serve on a voluntary basis without honorarium, compensation, or expense reimbursement.

Council duties include promoting state agency purchases of goods and services from people with severe disabilities, monitoring program implementation, designating a central nonprofit coordinator, advising the division of purchasing, and providing annual reports on program activities and benefits.
