Amends Idaho Code Section 63-3622FF to add purchases made with coupons from the Federal Food, Conservation, and Energy Act of 2008 (Farm Bill of 2008) to existing food stamp purchase tax exemptions.

Extends state and local tax exemptions to food purchased with coupons issued under the 2008 Farm Bill, in addition to existing exemptions for 1977 Food Stamp Act and 1985 Food Security Act coupons.

Exempts qualifying purchases from taxes imposed under Idaho Code Chapter 36, Title 63 and from taxes that may be imposed under Idaho Code Sections 50-1043 through 50-1049.

Removes outdated language including the October 1, 1987 commencement date from the statute.

Declares an emergency, making the act effective upon passage and approval.
