Amends Section 31-871, Idaho Code, regarding classification and retention of county records.

Changes record disposition authority from the board of county commissioners' clerk to the elected official or department head responsible for such records.

Maintains existing record classification system: permanent records (10+ years), semipermanent records (5+ years), and temporary records (2+ years).

Requires board of county commissioners to pass a resolution ordering record destruction after regular audit and prosecuting attorney advice, with detailed listing of records to be destroyed.

Preserves override clause allowing Idaho Code or federal law to control classification and retention schedules when otherwise specified.
