Establishes an emergency surcharge fee of $25.00 per criminal offense or infraction for defendants found guilty or pleading guilty to crimes committed between April 15, 2010 and June 30, 2013.

District court clerks collect the surcharge fee and transmit it to county treasurers, who forward collections to the state treasurer within five days of month-end.

Deposits 80% of collected surcharge fees into the Drug Court, Mental Health Court and Family Court Services Fund and 20% into the Idaho Statewide Trial Court Automated Records System (ISTARS) Technology Fund.

Amends Idaho Code sections 1-1623 and 1-1625 to identify the new surcharge fee as an additional funding source for the ISTARS Technology Fund and the Drug Court/Mental Health Court/Family Court Services Fund.

Declares an emergency, making the act effective immediately upon passage and approval.
