Amends Section 67-4728, Idaho Code to clarify that the film and television production business rebate fund may be credited with grants, federal moneys, donations, and funds from any other source in addition to appropriated moneys.

Fund purpose remains to stimulate new film and television production business expenditures in Idaho, with moneys used exclusively as provided in the statute.

Qualified productions must spend a minimum of $200,000 on Idaho goods and services and cannot include news, sports, talk shows, game shows, infomercials, or productions with obscene material.

Rebate amounts cannot exceed $500,000 or 20% of a qualified production's expenses, and production crews must meet increasing Idaho resident percentages (20-35%) based on fiscal year periods from 2008-2013.

Department of Commerce must submit economic impact report to legislature during 2014 regular session evaluating job creation, film spending, and vendor participation from awarded rebates.
