Amends Section 41-2872, Idaho Code to require insurance companies issuing health care benefits to establish grievance systems for health care providers using arbitration or other reasonable due process procedures.

Prohibits insurance companies from refusing to contract with otherwise qualified health care providers solely because they are not members of a group or network, or do not offer all services through affiliated organizations.

Amends Section 41-3927, Idaho Code to establish parallel requirements for managed care organizations regarding provider contracts and grievance procedures.

Prohibits managed care organizations from requiring providers to deny access to non-covered services, adjust reimbursement rates to match competitors, or disclose contractual rates from other payors.

Prohibits managed care organizations from refusing to contract with providers solely for good faith patient communication about plan provisions or for being independent practitioners not affiliated with contracted networks.
