Revises the definition of "community infrastructure" to clarify it primarily benefits the district and includes highways, parking facilities, trails, public safety facilities, and enhancements to public school facilities beyond standard improvements.

Changes the maximum indebtedness limit for general obligation bonds from 12% to 7% of the actual or adjusted market value for assessment purposes of taxable real property in the district as of December 31 of the previous year.

Extends the appeal period for challenging district decisions from 30 days to 60 days, after which decisions become conclusively valid and uncontestable.

Clarifies district management structure by allowing the board to designate the manager, treasurer, and clerk by resolution when a district contains multiple county or city jurisdictions.

Repeals Section 50-3113 relating to the cost of administration and modifies notice and hearing requirements for district formation and special assessments.
