Changes terminology in Section 54-4203 from "provisional license" to "provisional permit" for residential care facility administrators.

Removes references to the "initial board" in Section 54-4204 and revises board member compensation to be provided under Section 59-509(fl), Idaho Code.

Replaces "candidate" with "applicant" terminology throughout Section 54-4206 for consistency.

Establishes three education and experience pathways for licensure examination: high school diploma with 2 years facility experience (1 year in leadership); associate degree with 1 year leadership experience; or bachelor's degree with 6 months leadership experience.

Allows applicants lacking standard educational requirements to substitute 2 years of satisfactory practical experience in residential care facility or related health administration for each year of high school education.
