Establishes Selway-Bitterroot Wilderness special license plates available to vehicle owners registered under Idaho Code section 49-402, with eligibility limited to vehicles with maximum gross weight not exceeding 26,000 pounds.

Charges an initial fee of $35.00 and annual renewal fee of $25.00 for the special plates, with $13.00 of each fee deposited in the state highway account for program administration and remaining funds transferred to the Selway-Bitterroot Foundation.

Directs the Selway-Bitterroot Foundation to use received funds ($22.00 from initial fee, $12.00 from annual renewal) for stewardship of the Idaho Selway-Bitterroot wilderness and surrounding wildlands in north central Idaho.

Permits plate transfer to another vehicle upon payment of required transfer fees, with plates displayable only upon receipt of new registration from the department.

Requires the Selway-Bitterroot Foundation to pay initial program costs including plate design, with sample plates available for purchase at $30.00 ($13.00 to state highway account, $17.00 to foundation).

Becomes effective January 1, 2011.
